Every change to HCC, recorded in plain English.

HCC mint mechanics, consent classes, enclave policy, rate cards, and privacy thresholds are governance-modifiable parameters. Each change requires a documented rationale, a recorded vote, and an on-chain ratification block before it takes effect. Today and Phase 2 differ in who signs the ratification — the rest of the discipline is the same.

Today · Phase 1

Operator-signed governance.

HCC is in Phase 1 — pre-launch state. No researcher contracts have been signed yet, and no parameter changes have required ratification. Governance authority for parameter changes is currently held by the operator key (Conceptual Healthcare Corporation). Any change between now and Phase 2 launch will be logged on this page with the rationale and the effective block height before going live.

Phase 2 · roadmap

Multi-party Trust Council.

The architectural target for Phase 2 is a multi-party Trust Council with seats drawn from licensed healthcare institutions, regulated custodians, an academic ethics representative, a patient-advocacy seat, and a sovereign-health-authority observer. Council seat count, supermajority threshold (likely 9-of-13 once seated), and ratification process will be ratified as on-chain governance amendments before the Council goes live. Nominations open at Phase 2 launch and will be posted here as they advance through review.

The HCC Trust Council and the broader chain governance Trust Council may share seats but are independent bodies — a vote against a chain consensus change is not a vote against an HCC mint-formula change. Both bodies log to the same audit chain.

HCC mint mechanism activated · pre-launch

HCC token registered on the Conceptual Chain (21B max supply). The buy-side mint mechanism (researcher contract → enclave query → HCC distribution) is implemented end-to-end and tested in staging. No researcher contracts have been signed yet; no parameter changes have required ratification. Governance authority is operator-signed pending Phase 2 Trust Council seating.

No dissents — solo operator state. Phase 2 begins when the first researcher contract is countersigned.

Future events will be appended above as they ratify. Each will carry an event ID (GOV-YYYY-NNN), date, vote tally (when Phase 2 begins), the title and rationale, the effective block height, and any dissents. Older events stay on chain forever; this page is a human-readable view of the on-chain log.

Parameters under governance.

The following HCC parameters are governance-modifiable. The current value of each will be displayed here once an HCC parameter API ships; today the canonical values live in the on-chain HCC token record.

  • Cohort floor (n). The minimum effective cohort size below which a query is rejected. Lowering requires supermajority; raising is a simple-majority operator action because it is privacy-preserving.
  • Differential privacy ε floor. Per cohort-size bucket, the minimum DP noise applied to small-cell statistics.
  • Mint weight formula. The function that distributes minted HCC across contributing wallets (data density, recency, longitudinal-tail credit).
  • Consent class taxonomy. The set of opt-in classes patients can choose at signup. Adding a class is conservative; removing one requires explicit migration of affected wallets.
  • Rate card. Researcher pricing per cohort-size band. Subject to public 30-day notice period before changes take effect.
  • Enclave policy. Allowed query types, allowed columns, output redaction rules.
